If you are talking about shared office service where you get a desk and share the room with other companies, this address cannot be used for applying the import/retail license. (You can use it for setting up a company, but you cannot use a shared office (desk) for license.) But if you are renting a ROOM where only your company can use it, this type of office is suitable to apply the import/retail license.
